There's always battery junction which is in the US, but I think the above poster's price beats their prices.

I had some too, UltraFire Protected 18650 3.7V 3000mAh Lithium Battery w/ PCB [UltraFire 18650] - $7.07 : High Tech DealZ, Simplifying the LASER Hobby!

Just ordered some chargers and 10440 protected batteries but don't have them yet.

I got my charger from hightechdealz, but I guess that they are out of stick. IIRC I think Modwerx has chargers.
