I have some Astralist boost drivers that work pretty well. Not sure how many I have left but there should be a few. He can still produce more drivers but the lead time is very long.

You'll have to smuggle yourself into the heart of Mother Russia and somehow sneak past the guards at the Kremlin and find Vlad The BlackBuck Master. Only then will you find more X-Wossee drivers.
