The letter seems bogus - worrisome but probably fradulent. I'd wait for the government to write to me. None of my tax info, DEA, DPS, or any other government information comes over the web/e-mail. If it is really serious they hand deliver it.
Odds are good that someone stole the laser and is trying to throw him off the track by sending a "government" e-mail so he stops pursuing the matter. Shouldn't correspondence be from the customs department???
