Would A Fixed Focus Laser Burn?

My 1,4W 450nm can burn my skin through 10m away, it also burns very well when set to infinity. I think the width of the beam makes big difference, my 250mW have a smaller beam when set to infinity and can pop a black balloon at 4,2m away, my 200mW laser can't barely burn anything when unfocused, even if is close to the lens.
