What MW laser pointer has the most visible beam?

Pman is 100% correct.

For $30 what you want is not possible---figure rule of thumb for 532nm lasers $1/1mw generally speaking --you might find a few better deals than that but not many.

Remember IR filter is important----IR is invisible can be a significant part of the output in low cost lasers---you want to know the actual 532nm green output without the IR

You can always try and build your own 200mW greenie. It would be much cheaper then buying a already build laser!
