What makes these two O-Like lasers different?

The first: Tactical 1.2W blue 445nm laser
The second: Tactical Real 1W 445nm Blue laser
Both lasers have the same set of pictures, but one supposedly emits ">1.1W" and the other one ">900mW". They both use the same battery. So what makes one more powerful than the other?

A more efficient diode/driver. Nothing else.

they all come in from the same manufacture
and then o-like meters them and put them in a 1W pile and a 1.2W pile
