I had one that the belgium post tracking said was handed over to customs for 11 days then returned to sender. I tried the tracking of usps, fed-ex, and Ups, I was not sure which one it might have been handed over to. turns out customs never had it.
It was handed over to DHL, a carrier that I didn't think to try the tracking number for. they had an address mistake and were waiting the whole time for me to call them. belguim post simply put the wrong code in the system. I was literally a day late (and dollar short) calling them, it was sent back to Europe. on the second try I got it.

I bet the best time to get one through is around 12/25. all those holiday gifts. actual lightsaber toys, "lightsaber toys", "flashlights". I mean, how many can they have time to check?
I did read on the FDA's site that packages sometimes come in under this guise to avoid checks. they are aware of the tactic but thus far seem to have a low success rate stopping it.
I'll be honest. I think there are lots of dumb people. I can't blame anyone for not wanting just any idiot to be able to get their hands on 1W+. on the other hand, I like being able to get them easily. a crackdown would blow, liscensing or no.
It's a good reason to find builders within the country, though I understand it's not possible for many lasers
