I saw a link to this file on some obscure message board (via my daily Google alert for "directed energy weapons - laser") and at first I thought it was a joke before I saw the file itself.

You will want to scroll down to about page 16-17 for the good stuff....terms like "directed energy mishap" and "energy munitions" (page 29)!
That's just unbelievable! The US gov't actually has "deathray safety manual" of sorts...
Despite the fact that no such weapon has yet been deployed....
Gee, I wonder if Luke Skywalker had to go thru that sort of stuff before he got his light saber? But at least there's nothing in that file about "the force being with you!" ;D
