Yes you can.

I use GMAIL and somebody once entered my account I don't know why because I know all exploits available (no good reason ). I got his IP, found out where it was, latitude & longitude, found out where he lived. He wasn't far from my zone.

That latitude/longitude is hardly accurate. Even if its off by 1 mile it is not going to do you any good. Like you would even visit the kid.
