It looks like a bit of splash to me. It would be helpful if you could provide a link to the laser in question. Often this is more pronounced in photographs and is not as obvious when you are just looking at it. I have some pointers that have this amount of splash in photos too.
 
Just don't try cleaning the lens, even if it's the softest of Qtips. Leave it be for now till you get some more answers..
I believe Sanwu uses clear cap to protect the lens from dust and particles. I wouldn't touch that either just yet but could be a artifact from that cover??
 
It could be a reflection from a metallic lens holder? I get sideways splash on a couple of my lasers that have 3-element lenses
