Well if you figure out how you could make a material you can look through that would allow you to see a tiny slightly Melted/deformed spot left from a Laser burn then your done Should be Easy

I think your focus should be more on the detection end first, then all the pieces will fall into place.

also, on the off chance that you find something like this, share (market) it with the medical world and ATF for bomb/cancer detection, actually, those are two areas where you could start your search for detection methods as they already have a lot of time and research invested in that area..........

And unless said Detection process allows you to see the Ulta-Tiny Deformation then the laser will make a little puff of smoke if you leave it to long in one spot...
