This doesn't sound great, where are the goggles from? And are you sure they are for the green wavelength? 532nm.
I have a set of dragonlasers goggles for my green lasers and when wearing them my 150mW green laser is a really dim spot, hardly noticeable.
Put the goggles quick in front of the laser to make sure that they are actually blocking light, you should only see a very dim spot after the laser has gone through the goggles.
If they are the correct goggles, and are blocking most of the light so the laser is below 5mW, then you may just have sensitive eyes
