I'm going to buy a red 250-60mW red laser, but I don't have enough for goggles, can I look at it while burning stuff.

Consider "accidents".

All it would take is 1. Most laser damage to the eye is irreversible.

From a distance of 12"+ the specular reflection of a 250mW laser from most surfaces shouldn't pose any danger before your blink reflex would kick in....

If you force your eyes to stay open though, it wouldn't be pleasant... kind of like looking at at the sun on a bright day... not a good idea.

So bottom line, for burning you need goggles.

I guess it's time you did a little reading on the forum about
common Laser Safety practices....

That's like asking... I'm going to do some 150 foot scuba diving...
but after renting the boat I can't afford Scuba Gear...
Can I go scuba diving at 150 feet anyway....

YES you will need Laser Safety Goggles/Glasses for you and
anyone in your vicinity... unless you would rather invest in a
white cane...
Unforeseen accidents do happen... Be safe... Not sorry

It's like wearing a safety belt in the auto.... maybe you will not need it, but maybe the belt will save your life. Goggles save sight. If you get into a habit of wearing goggles, you are always covered... just in case.
