question about safety goggles

hi, i was wondering how the VLT percentage rating is calculated on safety goggles. lets say i want to buy a pair of goggles for 300-600nm wavelength rated at OD5+, however it says that the VLT is 10%
now there is also a pair for 300-532nm at OD7+ but with a VLT at 45%

VLT = visible light transmission, is this "visible light" taking into account lets say the 532 light that is supposed to be blocking, or just every other wavelength that it doesnt? like if they are not rated for 650nm is the VLT 100% at 650nm?
and how much does it affect my visibility in the room?

i just want to know which pair to get if im gonna be using them for 445nm and 532nm i just wanted to invest in a certified pair now that im gonna be working with ~700mW laser. plus, is the OD7 too much for 700mW i would also like to see what im doing with this thing

if i remember a video someone showed what it looks like threw an od6 and the dot was invisible
an od3 does not do enough so 4 or 5 if you still want to make out the spot.
