Precautions to take before observing a laser in the sky

Hello LPF! I just started this account after purchasing a 35 mW Viper from Dragon Lasers. I have been using some cheap red glasses that designate they are safe for 532 nm. However, my question is not about eye safety. It's about the safety of planes.

I live in Tuscaloosa, AL (United States)

I enjoy the science of lasers and observing them. I went outside, checked a flight radar, then pointed out a star. Nearby, I saw a low flying plane (it looked like one for personal use) flying at night. I immediately stopped shining the laser and continued the observation on the ground. I don't even want to risk shining it at a plane.

My question is: "What precautions should I take to completely ensure the safety of planes when using a laser?"

Other questions... If it's not shone at a plane, is it legal to shine in the sky? Do people get messed with by authorities because of their sky shining laser practices?
