Please don't necropost, unless you have something new to add; this thread is over 4years old. The OP of this thread has not been active since 6-13-15.

You can use the brightness comparator chart to see the difference in perceived visibility.

Sorry, didn't notice that. By the way, I don't really trust that tool, it says 70mW of green is 13.11x brighter than 100mW of red, but for me the red is about 1/3 - 1/4 of the brightness.

That thing calculates the luminous flux difference. A 800 lumen lamp is technically twice as bright as a 400lm lamp, but it will not appear that way to us. The eye's response is non-linear, while luminous flux is linear. For a spot emitter, it's roughly the root of the difference.

1/√13 is 1/3.6, which is between ⅓ and ¼ as you have noticed.
