no burn with 116mW Blu-ray ?

Tried to light a match and pop balloon was a no go with both. Batteries are fully charge. There some trick to do this or is my laser underpowered ? I don't how old it is I bought it from member here.

hey man iam not a pro on lasers but ive read on a couple of threads that you have to focus it just right or it wont burn..!!!!

It needs proper focusing and try darkening the matches/balloons with a sharpie first.
