To answer the OP's question, you won't find a *quality* burner for $15. I would follow the other members advice and keep saving up until you have enough for a decent burner, which will obviously cost more than $15. Here is a decent 445nm burner from laserbtb.
PL 445nm 500-2000mW
The 500mW version(which will be a good starting burner) starts at $111. Best of luck
