Need a little help with general electronics.

Hi there

I'm making a POV with a PIC16F628A, the code is almost done. But i have a little problem with hardware: It only works if I touch the oscillator pin.
I'm using a 4MHz crystal resonator with 22pF capacitors.

Any idea what can be wrong?

Ignore this, resolved. It wasn't a clock problem, it was a sofware problem, LOL.
Too short delays, so I couldn't see leds blinking.
