If I access my PM's will it slows down my connection to LPF when I have 90 or 9000 mails ? If so then it is time for a grand clean-up

No... I've never experienced any slow down because
of number of PM messages..

IIRC, you can download all your PMs in .csv. After that you can just empty the two folders altogether (Inbox and Sent).
