AMC7135 based drivers have always done me well. They're linear, but they're cheap.
But, let's be realistic here. You ain't gonna be pullin 3A out of an 18350. You can, but that's discharging at almost 4C. 2C is the rule of thumb for most large (18650 and up) cells.
You'll need an IMR 18350. AW seems to be the main trusted brand of odd sized cells. You can search for "AW IMR 18350" or ask where folks here like to buy from. There are fakes from what I hear.
