It often depends on application and execution more than anything else. LPS lights are not ideal for residential areas at all. The problem is that they are often on relatively short lamp posts with too much distance between them, giving bright a dark spots as you drive down the road.
They are pretty good for lighting highways from tall pylons so their output overlaps well and the light pattern is even.
It gets really good in places that seem to have plenty of energy. Try driving on a highway in dubai at night: Perfectly even lighting from very tall pylons, and as bright as an overcast day in most european countries or the northern US.
