Lasers for <$20?

So this came up while I was talking to my friend...

1) are there any higher-quality (at the minimum, better than the eBay or Amazon lasers) lasers of any color (besides IR? or is that too hopeful) that can burn, for under $20?

2) If not, when do you think they will come out? What color?
