Well if your sure it isn't the battery it has to be either the diode or driver Has the diode ever been used before? What current is the driver? and what driver are you using?

The LED driver is new is good after I tested with a red and walked though its been several time that the LED blu-ray does not work, I have predefined and I am well aware download capacitor before connecting

Well a lot of led driver pulse to supply different power ranges to the led, that could be your problem as some don't supply constant current.

Also what current is the driver set at?
