Crap...I just tried that link and it's one of those places that wants to install a bunch of crapware to download it.

Huh. Not bad. Its massively out of date, but the core functionality would enable someone to learn photoshop and still do a lot of modern graphics work.

Only major limitations I can think of it lack of 64-bit, how many cpu cores it can use, how much RAM, and how much VRAM it can use.

I'm fortunate that I got a full copy of all the Adobe CS6 software for school.
