Is this a laser pointer or a similar gizmo?

I hope it's ok to ask this here - please delete this post if I am braking the rules (or let me know, I assume I can delete it myself).
I saw this on reddit and wanted to ask you if you think it's a laser pointer. The way the light moves, looks like someone moving it by hand to me. Can any of you reproduce something that looks like this?

If I were to reproduce it in lab I'd hand dial OPO and keep phone in hand for shakiness
