I can't get open canned diodes to work

I have tried multiple times. The extraction is easy. Then i connect wires to the positive and negative pins (same location as with a regular red diode) and hook it up to a CB putting out 400mA and 3V. Nothing. Everytime. I can't get a spec of light out of these damned things. I am really frustrated.

Hopefully, it's not the diodes... Not sure, but please explain the driver/battery supply exactly. The other thing is, I'm sure you have been very careful with the handling of the open cans, since the die is exposed...

I lost a couple that I know I extracted perfectly and wondered if ESD was causing problems. Since I started wearing a grounded wrist strap when I extract the diode I have not lost any that I have properly extracted. I keep the strap on until I have the diode wired up to the circuit, or until I have a capacitor soldered across the diode. I also use an anti static mat.
