That depends really. If you would get really close to the dot, i can see it happening. Most ccd/cmos sensors are pretty sturdy though, and you will only do this kind of damage when shining the laser into the camera directly.
You should remember that cameras are built to work in conditions you could normally watch with the unprotected eye. If something is literally blindingly bright, you could expect it to damage your average camera as well. Many camera manuals will warm you againt taking pics of the sun - for good reason!
