How quickly can a high powered laser blind a person?

The laser is rated at 1 watt of power and retails for a mere $200 USD. And here's the best (or worst) part -- it can set people (or things) on fire. Apparently the laser is so high powered that shining it on fleshy parts will cause them to ... It will blind permanently and instantly and set fire quickly to skin and other ...

There would be danger of things catch fire .. but it's not that easy. My 1.5W can lit a candle .. but you have to know how to do it. As for setting human flash (which is mostly water) on fire .. that would be pretty much impossible. Also one member 'tried' how well 445nm 1W burns skin .. while being intoxicated by alcohol, of course .. he managed to suffer deep several cm big burn (he worked it for minutes) .. without catching fire.
