Yikes! I keep telling you all... the pins need to be lined up correctly... I even gave a picture of the fully assembled circuit... :-?

Perhaps you should re-number the drawing of the LM317 on your schematic so the numbers match up with the actual pin numbers of the LM317? I believe this is causing the confusion.. In other words 2 should be 3 and 3 should be 2.
