Try to understand that we are not all that much a free country anymore, more of a police state and even if you built the perfect dazzler, if it's over 5mw you had better get it FDA certified if you plan to use it on anyone or else you could easily get screwed in court.
There are many overlapping laws that could be used against you not to mention civil actions.
Self defense is our right, and if you grab a piece of sporting equipment to defend your home in the heat of the moment that's going to be justifiable.
However if you fill a super soaker with battery acid in advance you are going to jail, self defense or not and if you build a laser over 5mw and shine it in someone's face, or at a car that's trying to run you over you are still going to get screwed.
You are not the first person with this concept and I gave you good information. I did not try to deprive you of anything but only to warn you against a costly misjudgment in what is legal and hopefully prevent harm to persons and our hobby.
Honestly I think white light is going to be the best at inducing the bleach out temporary blindness effect, pulsing it at a varying rate and pattern can add to it's effectiveness. The only real advantage to a laser is long range focus ability and that's not self defense, short range is self defense, and again even if you build a perfectly safe laser dazzler you could still easily get screwed because it's a laser and judges, district attorneys, and jurys are ignorant to the technical aspects and only know that lasers can crash airplanes and blind people.

I think from a legal standpoint and the negative attention that lasers have received in the last couple of years you may be right unfortunately. I believe that it may be possible to build and balance one using beam size and power with filters to be perfectly safe point blank, but I'm probably betting that in order to get that much power in such a large beam you'd probably have to exceed 5mw. That would be a problem. Not only the stigma of it being a laser but also exceeding legal power levels. That would be an automatic legal mess even if the device was "safe" at any range. Since you know what I do from our discussions, you know that distance isn't a goal for me. I have my eyes on a handheld led light that produces over 10,000 lumen. The diameter of the light is large but it's palm sized. Thank you for your time, you have been very helpful. I'll stay on here for a few days to see if there's any more comments. Enjoy your hobby, it is pretty cool I must admit.
I agree with RedCowboy. IMHO you would be better to go with a very bright flashlight that has a pulse option also.

Yes it's a lot of fun and star pointers are nice but the light shows people build are the coolest I think.

Cypragon is the man. That took some serious know how. I'm assuming that eye protection would need to be worn while watching live? Lol
Not much point wearing eye protection while watching a laser projector ... you wouldn't see anything. Generally it's best to create a zone where the power is turned down/divergence is increased that you sit in, or avoid the beams altogether. I.e. stand off to one side, or have the beams going above/below/around you.
The beams are also moving fast, so exposure times are reduced - meaning you can safely use more power too. There are calculations that you can do for each "frame" to figure out how much power and at what distance it is safe.
By the way this was the closest I could find to what I was after in my search. Wouldn't have risk spending the money on it though without knowing if it would way out perform the one that I have.
