driver circuit problems

Hi im pretty new to this all so bare with me. I recently just built a laser driver circuit following the dd tutorial, but when i was finished and checked it with the multimeter im getting 5.5 volts always. I've taken it apart and rebuilt it a few times already and i am positive that I am right on the way that I have it set up. It doesn't even change when I adjust the potentiometer. I am using two 22 ohm resistors instead of the one 10 ohm if that makes a difference. I have hooked up some leds to it to test it, and those actually dim in and out when I adjust the pot, so I don't think that the pot is malfunctioning. If anyone has any kind of advice, it would be greatly appreciated, because until then Im to scared to try and hook up any sort of laser to it.

If you are building for a blue ray replace the 4 diodes with a 100ohm resistor. If you don't get the expected results post a clear picture of your setup for us to look over.
