does 1x cr123 laser automatically mean that it is weaker than 18650 laser?

Nope, it depends on the current the laser diode it set at, lens, diode ect.

You can have an M140 laser set at 1.2A with an 18650 and an M140 laser set at 1.5A with a CR123A (16340) and it will be more powerful.

The reason I asked is because I wanted to buy a local ebay laser for 30buck. But I do not know its output, I only know it use cr123
