Depends, some are small ~40W some get quite big into the 100's of watts
You can't really say what will cut what, there are too many variables. I would put a guess at about 5 watts, but that would be with a good focusing lens and a steady hand.
You are not going to get this power in a handheld pointer type laser, you might be able to get a fiber coupled laser but it would have a bulky power supply and probably need to be water or TEC cooled at these powers.
