Class 4 laser through Canadian customs.

How likely will I get my 1W spartan 445 laser from dragonlasers? I heard about lasers class 3b or above are illegal in Canada but still some go through the customs. I will be buying the laser over summer.

It is not difficult to build your own with a few hours of practice soldering things.
It is especially easy today with the wide variety of kits available.

Just browse the tutorials/modifications section or anything that seems interesting.
You will get the hang of it.
