These laser cleaners are so awesome to watch. Seem super dangerous, but there are videos of people running them over their hands. They must be IR DPSS or CW arc lamp. Still definitely a serious eye hazard. Not sure if they're fiber or rod, but I'd lean towards fiber.

Very popular on reddit though. Saw this gallery a few months ago which was pretty awesome: https://imgur.com/gallery/xtlSv

They are DPSS - fiber coupled to the "head" that you hold. The actual laser is a big cart on wheels. Impressive amount of power! Always enjoy watching the videos of them in action - oddly satisfying!

They sure have a whopping amount of power, it basically ablates paints and rust off since that absorbs IR while the metal underneath does not.

Putting your hand under one isn't that good an idea. It will not burn the surface of the skin (like a 445 or 532 nm would) but penetrates deeper and still gets absorbed.

Under the right circumstances blood circulation may be good enough to carry away the heat fast enough to prevent damage, similar to what happens with exposure to microwaves and such.

It is mesmerizing to see something to filthy go under the laser and come out nice and shiny, but really don't clean your fingernails with one - somehow any grime caught under jour nails being heated to evaporation does sould more guantanamo bay than salon ;)
