No, they're referring to how poorly the diode is pressed into the module... When the diode is fully pressed in, it's actually recessed into the module head... As you can see from the pictures it looks like they don't know what they're doing, the diode is hanging halfway out.
This is important for heatsinking as a poor contact with the module head can lead to the diode being unable to sink away its heat before it overheats and dies... Seems like the site is run by someone who's not very experienced with building lasers. I'd recommend you buy from someone on the forum instead. It'll be much cheaper, and far better quality.
Also the fact they're using aixiz glass lenses further illustrates their ignorance... These lenses have an antireflective coating for 650nm red lasers, and actually reduce the power of bluray lasers significantly. They also reflect part of the beam back into the diode leading to optical damage.
