Any GenI image intensifying equipment will make your 808nm much much more visible that what it currently is.
Image quality is always dictated more by the glass optics than the II tube itself, and good optics as you know are very expensive.
For your price range you could pretty much get any GenI kit and some cheaper GenII kits to suit your 808nm viewing needs.
Search away, you will definitely find some suitable solutions.
 
If you just want something to view the NIR light with, you could use any digital camera or camcorder, CCD camera, or even a cellphone with a camera in it.

Viewing NIR light is about the only thing Gen 1 NV is good for. In order to see outside, you will need just about as much light as you can use to see normally, or an IR light source.

If you just want to look at the 808nm light, then it will work fine. But If you want NV for other uses as well I wouldn't waste your money on Gen 1. I don't have any experience with Gen 2, but I do own a Gen 1 and Gen 3+ PVS-14 (One of the units the US military currently uses).

For your price range, you may want to just look at a camera.
 
One more thing, check out this chart. It doesn't even have Gen1, but it will give you an idea of the Gen2's ability to pick up NIR
