AW 18650 battery and Pila IBC charger the best?

Depends on what you need. You might be fine with lithium cobalt for your application, or you might need lithium manganese for the high current draw. Might ask xplorer what he thought about. He has a review somewhere. Probably a page down or something.
 
Just to throw this out there, as you can see in my sig I have the AW batteries for sale.

As far as your question goes, I'm fairly confident that these AW batteries are some of the best if not the best. I know Jayrob recommends them on a regular basis as well as several other vets. The charger I use is the Ultrafire WF-139, and it does a great job for the 18650's and many other batteries it's compatiable with. (18650, 17670, 18500, 17500, 14500 (AA), 16340 (cr123))

Is there any reason for a good charger other than faster charging when you have protected batteries? I just use a DX charger as the circuit should protect it from overvolting...
 
DSD charger is trash. From time to time, make sure the cells, fresh off the charger, aren't higher than 4.25V, using a good multimeter. That was the first charger I got, came free with 2 ___fire 18650's. Always charged 'em to 4.35V. Too much for comfort.

I too have a WF-139, and while it isn't really the best of the best, this particular one terminates correctly.
 
Those are the most consistant performing and safest cells, and that charger is the safest 18650 charger on the market.
Good choice.
