Are the Osram PLTB450B 1.6W 445nm Laser Diodes good at burning?

Of course it will burn stuff. Honestly, most any wavelength above 200mW will burn stuff. Those glasses you have are good and will work well for you.
You can't see the beam well because there are very few particulates that could absorb or reflect the light in this one scene. Quite honestly, you can hardly tell any difference from the 445nm diodes. I have built these and they work great...a little better beam and dot quality over the 445's. Good luck with your build.

I will set it to 1.2 amps and hope for the best. I really hope a one inch by one inch heat sink with a 12mm hole down the middle will be enough to dissipate the heat and keep it below 40 degrees C.

One more thing.
The 1" x 1" heat sink, if you want a 100% duty cycle I would consider a finned heat sink. maybe even something with a small fan.
