If you shine them around in public stick to 1 mW really, it's not that hard to accidentily shine someone in the eye when goofing around.
Lasers are generally not toys, even the ones you use to annoy your cat are sometimes dangerously powerful, often without your notice. Chinese vendors will slap a '<1 mW' sticker onto anything to pass customs easily. Be especially careful with 532 nm green lasers, their output can vary wildly on temperature, and something sold very cheaply (even $1 shipped) could potentially be dangerous (>> 5mW) without you ever knowing about it.
