Well, thats wrong...
Both wavelengths are essential for the chlorophyll pigments, to use only blue would result in weak plants that would not be able to give flowers, fruits, seeds etc and would be very susceptible to stress in all forms.
One can spend twice the amount of energy with only blue but would still get a better result if combined red and blue with half the amount.
