How far away on a non reflective surface does the dot need to be before it is safe to view it without eye protection?

Assuming it has a visible beam can i look at it without eye protection?

The beam is fine to view without goggles, in fact that's the only way you can see it!

There's no real answer to your question about dot viewing.
Personally, I find the dot of my red laser to be safe at about 40 feet. In my opinion if you see dark spots after looking at the dot, it is not safe.
Just wear safety glasses if you are in a closed space pointing around. However, if you are outside or maybe in a long basement, no glasses would probably be OK.
