Sure, they are not simple drop in replacemets, but there are plenty of flashlight hosts that actually run off a 3-AAA arrangement like that by default and could be used to house a laser pointer.
They will obviously not fit a bore designed to take an 18650 cell specifically. They will fit 25650 hosts with a spacer and a bit of rattle, but probably not provide the current required anything of serious power output.
