250 volt capacitor bank - How to charge?

Hello all, I am in the process of constructing a 250 volt, 24000 uF Capacitor bank. However, I do not know how to charge it. Is there any way I can increase 3-12 volts to 250 volts? I have various available methods of providing a voltage between 3-12 volts, (Batteries, DC transformers, etc). Could this be done with a step up transformer?

a few different charging methods are mentioned in this thread that are safer than rectifying mains voltages.

This circuit for example. Change the 5.6k sense resistor on the left, to one more suited to 250V (7.6-9.8kohms).

Then adjust the trimpot for correct cutoff voltage, and you wont overcharge your caps.

A camera flash guts from a disposable camera would work for 3v, but it would take a VERY long time to charge a 24mF bank.
