You could measure the AC voltages the transformer is outputing by connecting it to a AC surce. Be careful if trying this and use a fuse. Such transformers usually consume about 10-15W, so the fuse can be rather small. If the fuse gets broken by trying this the primary windings will be shortened. If you get no voltages out it´s either the primary or the secoundary windings that are melted. And if the secoundary windings are shortened, the voltages will be to low for the circuit. But first of all measure if there is a resistance at all and if there is some sort of resistance between the 110V, 700V and 18V windings. This shouldn´t be the case if they are wound separately and have separate outputs.
Such circuits are really very simple. There is just the transformer, some resistors, capacitors and diodes. In most cases it´s the thransformer that ran to hot and got shortened. The diodes are just used for the cascade to fire up the laser and are not stressed that much. However if I were you I would check the diodes too with a DMM.
