    A primary CR123 with less than ~2.6V under load is dead, plain and simple. Measuring the voltage without load is pretty meaningless. If it shows less than ~2.9V under no-load conditions, I'd chuck it as well without further ado.

    Alex: would work, but only for a red LD, since the dropout voltage of the driver is ~3.0V (LM317) resp. 2.4V (LM1117), taking the current sense resistor into account. Vf of the LPC-815 diode is about 3.4V (400mA) resp. 2.8V (250mA). The batteries would sag to 2.8...2.9V under load.

    "Daylight" covers a lot of territory. If you mean outside in sunlight, simply forget it. Inside without artificial lights, ok. But don't expect a solid green bar (as in comics). Visible in daylight is barely visible. EDIT: unless you've got a high amount of air pollution!
