    If you go with the build I recommend you you can add a graphics card depending on budget The cheapest I would go with is a 5600XT or RTX 2060 which are around $300. Best bang for your buck is a 1660ti though which is around $250

    Do you have a graphics card? If so and your cpu has integrated graphics try removing the graphics card and plugging the monitor directly into the motherboard. If not you should probably look into a new computer because either your cpu, or motherboard is bad. Or it could also be a bad PSU...

    Computer Problem

    Sounds like a power supply problem or something came unplugged. Check inside make sure everything is connected tightly, reseat your ram. Make sure the cpu fan is plugged in. If that doesn't work you can try using a multimeter and checking the voltages coming out of your power supply.

    I don't with mine mainly for the safety concerns if the laser turns on randomly. But if it's a lower powered laser I trust I leave the batteries in.

    US Laws regarding personal sales for class IV lasers

    My understanding is the sale of any handheld laser in the US over 5mW is not allowed. However, unless it's a large operation like wicked lasers, no one really cares.

    You can make anything cheap if you make a lot of them and source all the parts as cheaply as possible. They probably are able to get the diode for $15 or maybe even a lot less. The rest they can make super cheap. Just some aluminum and possibly even acrylic lens.

    The danger is determined by the power, not the color (until you get into the IR range) . Any 1W+ laser is extremely dangerous. Green is the brightest. If you want a safe bright laser a 5mW 532nm is the only option. If you are pointing it miles away and concerned for people in the mountains...
