You're going to be extremely hard pressed to find a budget light that is completely regulated. The cheapest route would be to purchase a light that has a linear regulated AMC7135 driver. But even then it will only stay in regulation as long as the cells voltage is above the vf of the LEDs. And...

The Osram PLTB450B has an ESD protection circuit built in so I wouldn't worry about it. Just make sure to short the driver leads before soldering them to the diode.

It depends on what driver you're using but if the driver takes care of both the positive and negative contacs in the host than you can just forget about the white lead and cut it off.
