Have you tried this with a 445nm laser? I would assume that it will just melt the lenses, but if you have a low power laser, I suppose it could work.

They are probably 30mW and 50mW lasers that are underspec and have rather shady/cheap components. There is no possible way there are 3W or 5W since that would be extremely dangerous to sell for such low prices (200mW+ can easily burn things). You can expect to see the beam at night or dark...

The FDA regulates basically any product in the US that they consider to be a health risk.

If they really are OD5+ then yes they will be plenty for 400mW of 650nm. I would assume that they aren't certified, but it's better than nothing at all.
